The 12th annual Iraq Petroleum Conference took place in Berlin on 27-28 February. The annual industry gathering is considered one of the key events of the year for the oil and gas industry, of vital importance for Iraq’s economy.

The Conference was a huge success, with the key takeaway message that when Iraq’s oil and gas sector succeeds, Iraq will succeed. H.E. Dr Khadhim Al Hassani, advisor to H.E. Iraq’s Prime Minister H.E. Dr Haider Al Abadi, congratulated CWC Group for holding the first oil and gas Conference after the defeat of ISIS and for the massive success of this year’s edition.

Highlights from the 2018 Iraq Petroleum Conference


 
 

1. The speech from H.E. Jabbar Al Luaibi, Minister of Oil,  Federal Government of Iraq which was delivered by Abdulmahdy Hameed Hussain Al Ameedi, Director General of the Upstream Oil Contracts & Licensing Rounds, Ministry of Oil: 

“I would like to thank CWC Group Limited for inviting a delegation from the Iraqi Ministry of Oil, including myself, to attend this valuable event and the efforts exerted to organize it to address the opportunities and challenges in Iraq’s petroleum sector”

Announcements from the Ministry of Oil include:

  • The announcement on the upstream sector to enter into a direct bilateral negotiation with BP to redevelop Kirkuk, Bai Hassan and Jambour oilfields
  • On midstream and downstream sides, the announcement of the construction of a crude oil pipeline from Kirkuk to Fishkhabour
  • The announcement for the gas sector that the Basra Gas Company will capture and utilize (900) million SCF per day in 2018

2. The Conference agenda focused on the development of partnerships in oil and gas, technology transfer and investment in Iraq’s industry and looking further ahead – how to build a sustainable, long-term future for the industry.

3. H.E. Kadhim Mohammed Jawad Hassan announced Iraq’s Energy Strategies at the opening of the 2018 Edition: 

  • Continued increase in crude oil production and exports 
  • Increased capture of associated gas and development of the natural gas fields
  • Continued engagement with key strategic international players in the oil sector
  • Delivery of key strategic projects to improve the performance of the oil sector 

4. Abdulmahdy Hameed Hussain Al Ameedi, Director General of the Petroleum Contracts & Licenses, Ministry of Oil, Federal Government of Iraq announced new opportunities in the upstream sector  and an important modification to Iraq’s Service Contracts:

  • Borderline fields and exploration blocks offered by the Ministry of Oil last December 2017, which include: Jebel Sanam Block, Khidher Al Mai Block, Al-Fao Block, Sindbad Block, Huwaiza Block, Al-Shihabi Block, Zurbatia Block, Naft Khana Block and Arabian Gulf Block (offshore)
  • The reasons for the new offer of the fields and blocks on the Iraqi-Kuwaiti and Iraqi-Iranian borders are:
    • To expand the scope of exploration
    • Discover potential hydrocarbon accumulations to enhance oil and gas reserves
      Increase oil and gas production
    • Make use of spare capacity of the surface facilities in some fields to accommodate oil and gas
      Develop the infrastructures in the nearby areas
    • Coordinate and cooperate with the neighboring countries to produce cross border fields through unitization agreements
  • New Opportunities in Iraqi Licensing Rounds include the Green Gas Fields in Diyala Governorate which will soon be offered by the Ministry of Oil including Khashim Al Ahmer and Jarabica to increase the free gas production.
